Verify assignment changes reach future visits while ongoing visits and history are preserved.

- And the assignment is changed so an employee is added or removed

## Steps
1. Create a future visitation for included and excluded employees

## Expected Result
- Then included employees see the form
- And excluded employees do not see the form
- And earlier ongoing visits do not change
- And a removed employee can still finish an already-active ongoing visit and access historical reports
