## Objective
Verify copy-usage tracking is accurate across multiple copies and draft-resume.

## Preconditions
- See [[PRE-DF-submitted-report-exists]]
- And the employee uses copy at least once before submit

## Steps
1. Copy (possibly multiple times, different sources), then submit; also exercise draft-resume

## Expected Result
- Then the submission is flagged as using copy-from-previous
- And the last confirmed source report is recorded as the source
- And multiple copies in one submission lifecycle count as a single usage
- And draft-resume preserves the usage flag
- And a failed/mismatched/no-data copy does NOT flag the submission as using copy
