## Objective
Verify re-download is blocked while a visitation depending on the bundle is in progress, protecting in-use data.

## Preconditions
- See [[PRE-OV-logged-in-online]]
- And a downloaded bundle exists
- And at least one visitation using it is "Dalam Proses"

## Steps
1. When the employee attempts re-download (from Download Center or Detail Kunjungan)

## Expected Result
- Then the re-download is BLOCKED
- And the employee sees an explanation that the data is still used by an ongoing visitation
- And the existing bundle remains intact
