## Objective
Verify the Download Center entry point is always discoverable from the channel list, independent of the current download/storage state.

## Preconditions
- See [[PRE-OV-logged-in-online]]
- And the employee is on the channel list page

## Steps
1. When the channel list page renders
2. Open the overflow menu

## Expected Result
- Then the Download Center entry point is visible regardless of download state
- And the entry point is enabled and accessible via overflow menu → "Unduh Data"
- And the entry point remains accessible in S1, S2, and S3
