## Objective
Verify accepting the Limited-Reference Consent starts a limited download flagged accordingly.

## Preconditions
- See [[PRE-OV-download-center-open]]
- And the Limited-Reference Consent drawer is shown (see OV-C1-EDGE-010)

## Steps
1. When the employee taps "Lanjutkan"

## Expected Result
- Then the limited-reference download starts
- And the bundle is stored with IsLimitedReference flag = true
- And the form-fill UI later offers a manual input fallback

## Source Traceability
- TSD: PK144
- Section: C1 - Storage Tiering
- Scenario: C1.7 - Limited-Reference consent path
- Acceptance Criteria: M.4 AC3–AC5

## Evidence Required
- Screen recording of consent → limited download; backend/local flag IsLimitedReference captured.

## Notes / Gaps
- Manual-input fallback verification depends on form-fill (section C8) and the reference-data contract (Concern #6, High).
