Verify local validation prevents progression while errors remain.

## Preconditions

- And the employee is in the Perbaiki form with invalid fields

## Steps
1. Attempt to progress with errors still present
2. Correct all errors and attempt to progress again

## Expected Result
- Then while errors remain the employee cannot proceed and validation messages persist
- And once validation passes "Selanjutnya" allows progression
