## Objective
Verify the "Koneksi Tidak Stabil" drawer content and the "Unduh Data" path with no existing bundle.

## Preconditions

- And the device is NO CONNECTION with no downloaded bundle (Mode Luring OFF)

## Steps
1. When the drawer fires
2. When the employee taps "Unduh Data"

## Expected Result
- Then the drawer shows a warning icon, title "Koneksi Tidak Stabil", and 3 CTAs: "Unduh Data", "Kembali", "Abaikan, Jangan Tampilkan Lagi"
- And "Unduh Data" triggers the storage pre-check (per M.4) routing to full bundle / Limited-Reference Consent / Gagal Mengunduh
