## Steps
1. Navigate across Beranda, channel list, Detail Kunjungan, forms, Ringkasan, Gagal Kirim, failed-item detail
2. Deactivate Mode Luring

## Expected Result
- Then a top banner shows label "Mode Luring Aktif" with a "Matikan" CTA on the right, visually distinct and non-intrusive (NOT modal)
- And the banner disappears when Mode Luring is deactivated
